    JOB TITLE: Community Liaison

    CLASSIFICATION: Full-Time, Non-Exempt

    COMPENSATION RANGE:  $42,000

    DIVISION:  Workforce Development

    DEPARTMENT:  Community Development

    REPORTS TO:  Director of Community Development

    SUPERVISES:  N/A

    MINIMUM REQUIREMENTS: 

    • Associate degree or the equivalent proven work experience in a related field
    • Good communication skills, to include excellent phone and written communication skills, as well as verbal communication skills. This includes the ability to communicate one-on-one, in groups, and for presentations
    • Ability to work independently and thrive in a fast-paced environment
    • Familiarity with customer relationship management platforms
    • Knowledge of Microsoft Office 365
    • Must be available to work flexible hours, including evenings and weekends, as needed to further the workforce development mission

    PREFERRED QUALIFICATIONS:

    • Bachelors degree or the equivalent proven work experience in a related field
    • Experience in adult education, workforce development, or corporate training with knowledge in manufacturing, childcare, transportation and/or healthcare industries preferred
    • Knowledge of relevant grant programs and funding sources for workforce development programming and student assistance

    POSITION SUMMARY:

    The Community Liaison is integral to advancing community development by harnessing local assets, fostering long-term positive change, and building robust partnerships. This role involves creating and executing community programs, engaging in outreach efforts, and facilitating community involvement to support strategic development. Acting as a bridge between the college and the community, the Community Liaison ensures that initiatives are relevant, inclusive, and sustainable, while empowering community members and enhancing their participation.

    ESSENTIAL FUNCTIONS:

    • Develop and implement community programs that align with the college's goals
    • Identify and utilize local skills, knowledge, and resources to address community needs
    • Collaborate with local organizations to identify community needs and opportunities
    • Foster partnerships and social networks to enhance community participation and leadership
    • Organize events and workshops to engage community members and promote community development initiatives
    • Build and maintain relationships with community leaders, businesses, and educational institutions
    • Establish strong social networks and relationships to facilitate resource sharing and collective action
    • Promote college-wide programs and services through various outreach activities
    • Encourage community members to participate in college programs and services, enhancing their civic duty and involvement
    • Serve as the primary point of contact for community inquiries and support
    • Guide community members in planning and implementing long-term development strategies

    ADDITIONAL ELIGIBILITY REQUIREMENTS:

    • Valid Driver’s License, proof of auto insurance and consistent access to a vehicle

    CLEARANCE REQUIREMENTS:

    • PA Child Abuse History Clearance
    • Pennsylvania Access To Criminal History Record Check
    • Federal Criminal History Background Check
    • Training Certificate - Mandated and Permissive Reporting in Pennsylvania

    WORKING CONDITIONS/WORK SCHEDULE:

    • Office Location:   Hybrid/Remote, sites located throughout NPRC’s multi-county footprint
    • Work hours:  Full-Time employees are expected to work a minimum of 37 hours per week. Schedules will vary based on position and business need
    • This position requires work hour flexibility and varied hours, including evenings and weekends
    • Notwithstanding the office hours, full-time salaried employees are expected to work 37 hours per week

    TRAVEL REQUIREMENTS

    • Frequent travel is required
